While it is important to preserve the heritage value of traditionally constructed buildings, the planning system that preserves these features can be perceived as a significant barrier to retrofitting listed buildings or buildings in conservation areas. However, retrofit measures which preserve and enhance heritage value are not only possible, but present opportunities to use more sustainable traditional materials, make protected buildings more resilient to climate change impacts and support the development of economic value through heritage retrofit skills, jobs and supply chains. Support from local authorities, especially through the planning system, will be key to accelerating uptake.
This report identifies three ways that councils can work proactively to increase support for sensitive retrofit through their planning functions, along with case studies of how local authorities have been putting this into practice:
- Providing guidance and training to help residents, landlords and installers navigate the existing planning and listed building consent processes more easily
- Creating new tools to streamline planning and listed building consent processes
- Developing more innovative approaches to directly support retrofit projects, including through collaborating with other organisations.
It is designed to help local authorities gain a high-level understanding of the challenges and emerging solutions for supporting heritage retrofit. It may be of interest to local authority officers whose roles include planning, housing, net zero, climate, education, economic development or procurement.
